RICHMOND--January 19
            
     The patron of HB 2263--requiring notice of increased assessments and permitting members to rescind the increase--has agreed to voluntarily withdraw his proposed bill after meeting with VALAC lobbyists.

      RICHMOND--January 23

     Managers and VALAC Members are meeting with the patron HB 2393--requiring disclosure as a book and record of the amount of employee salaries--rather than an aggregate.  The rumor is that this dispute involves one association in Central Virginia. 

      RICHMOND--February 2

      Proposals to "preempt" homeowners association covenants for HAM radio antennas (HB 2682) and solar energy panels (HB 2180) are defeated after House General Laws Subcommittee Members express concern about the constitutionality of interfering with existing covenants. 

      RICHMOND--February 3 

      Patron of indivdiual salary disclosure bill (HB 2393) agrees to withdraw the measure after meeting with managers and listening to board members in association that is source of controversy.

      RICHMOND--February 5

      Study related to potential manager licensing (HR 686) is not only sailing in General Assembly, but is expected to delve into much more...including all the fees charged by management companies and the training of their employees.

     FAIRFAX--Febraury 8

     Local civic figure vows to drum up support for an individual salary disclosure bill from the Northern Virginia region next Session.

       RICHMOND--February 19

      An attempt to repeal the requirement that community associations' notify members of committee and subcomittee meetings, as uber burdensome, was defeated in the House (SB 1200).

     WASHINGTON, D.C.--March 1

     The National Association of Realtors in pushing a federal bill to make homeowner and condominium fees "non-dischargeable" (S. 256).
